A Seanchan woman. After being stranded in Tarabon, she joins Valan Luca's circus.

Cerandin takes part in the invasion at Falme, but she is stranded during the retreat. With nothing else to do, she joins Valan Luca's circus with her s'redit. (TFoH,Ch17)
Cerandin tends her s'redit when Elayne, Nynaeve, Thom and Juilin first encounter Valan Luca's circus. (TFoH,Ch13)

WH,Ch15 - High Lady Suroth rewards Valan Luca for giving shelter to Cerandin by letting him keep all his horses.
